Emergency Bridge Package 2018-2A
Project Description:
Carolina TEA supported the Palmetto Infrastructure Design Build Team through the successful pursuit and delivery of Emergency Bridge Package 2018-2A. Three bridges are included in the project: S-400 over Herndon Branch, S-33 over Naked Creek, and S-51 over an unnamed stream. The intersection at S-51 was reconstructed as part of the project as the bridge replacement required an intersection relocation.
In a competitive bid, Carolina TEA partnered with multiple local subconsultants and developed plans and quantities for this emergency bridge package utilizing the Low Volume Bridge Replacement Criteria. The failed bridges were required to be removed and replaced in 200 days. Carolina TEA successfully developed RFC drawings for the S-400 bridge (bridge plans, roadway plans, final geotech report, final hydro report, final MOT plan, Community Relations Plan and TMP) within 3 weeks of NTP (including a 2-week consultant review period). A final plan package for S-33 was also submitted within the first 3 weeks.
The design team is required to obtain a General Permit for the project, which was accomplished in less than 2 weeks from NTP. Overhead utility lines in the vicinity of S-33 were cleared prior to construction, and a waterline in the vicinity of the new intersection of S-51 will be removed before the Contractor arrives on site.
The project was completed on schedule and on budget and was noted as the only DB Project in 2019 to hit all design deliverable dates. It was also the only DB project to be delivered on schedule.
Carolina TEA won an ACEC-SC Engineering Excellence Award for this project in 2020.
