Jeff Mulliken, PhD, PE

Jeff has more than 35 years of experience in planning, design, and management of large-scale civil engineering projects. He has managed numerous bridge, major highway, and traffic engineering projects throughout the Southeast. Jeff’s success in effectively managing projects throughout the lifecycle from inception through construction is driven by his timely responsiveness to clients. His project management expertise is enhanced by articulating a clear and consistent vision for the goals and responsibilities of each member of the team, while remaining focused on meeting the schedule and staying within the budget.
Jeff also has extensive structural engineering design and analysis experience including drilled shaft and pile foundations, riverine crossings, prestressed girders, flat slab and cored slab bridges, highway structures, seismic design, soil-structure interaction analyses, structural load rating analyses, constructability reviews, cost estimating, and structural rehabilitation. He has been directly involved with the management and/or design of over 100+ bridge projects throughout his career.
Jeff joined Carolina TEA in 2022 as a partner and currently oversees our structural engineering group. He is passionate about investing in the future of our profession and is extensively involved with ACEC, ASCE, SCSPE, and other professional organizations. He currently serves on the ACEC National Small Firm Coalition and the ACEC National Transportation Steering Committee.
In 2023, he received ASCE’s highest honor the Le Tellieur Cup and in 2024 was named ACEC-SC’s Engineer of the Year. His service to the profession of engineering is evidenced by his continued investment these organizations and the development of future engineers through teaching and mentoring.
